A boot loader always has to be in the computer otherwise you gotta load it back in via JTAG directly into the microprocessor. If it's upgradeable, it's on some sort of NVRAM (Like those keychain-flash drives) and has enough RAM to buffer the "reflash" program and then some. If the sensors are all there, and one command (or a for loop of write/reads) will get all the information possible, why not let someone who wants to wrench on their machine do it? Or put a display on it, and read temps while the machine's operating? may take a little longer but it'll happen. what's the deal with not making that data accessible? If someone's determined enough not to take the machine to a dealer, they're going to get the same information DW provides anyways. So if you can only read information out of it.
